channel immediately above it will fail as a result of a debris <br /> flow, flooding or blockage by trees. The channel should be <br /> breached in the vicinity of the electrical power substation, and a <br /> new channel constructed through the facilities area. This <br /> diversion would be confluent with Coal Creek in the vicinity of the <br /> mine entry gate. <br /> Culvert removal-- In order to minimize concentrated flows, culverts <br /> draining the road system could be removed or blocked off. Large <br /> diameter culverts which carry flow from perennial streams, or <br /> ephemeral streams capable of carrying large, high velocity flows <br /> should be removed from the channel. Associated fill materials <br /> should also be removed. <br /> Define the impact of oily discharges to Coal Creek-- Conduct <br /> sampling of Coal Creek above and below the mine facilities area to <br /> define what, if any, impact the discharges from the seeps has on <br /> the quality of Coal Creek. Implement a monitoring program to <br /> continue evaluation of the creek. <br /> Priority 2 Revegetation <br /> Revegetate disturbed areas-- apply topsoil when available to help <br /> promote revegetate disturbed area. The permit describes specific <br /> topsoil application depths for the Sutey and Old Refuse Areas and <br /> the Rock Tunnel Waste Dump. If less soil were applied to the <br /> Sutey, more would be available at the Rock Tunnel Waste Dump, which <br /> has insufficient soil available. Plant growth medium may be <br /> available for the Rock Tunnel Waste Rock Dump from road narrowing <br /> operation further up Road B. In areas where topsoil is <br /> unavailable, heavy applications of mulch may be used to facilitate <br /> revegetation efforts. Revegetation should be attempted at all <br /> areas of the mine site. Broadcast seeding may be employed on steep <br /> cut and fill slopes. <br /> Priority 3 Slope Stability <br /> Determine the relative degrees of stability of the cut and fill <br /> slopes at the mine. Prepare remedial measures for the more <br /> unstable slopes. Remedial measures may include the partial removal <br /> of fill material near the top of either road fills or from the top <br /> of the bench outslopes. The excavated material would be placed <br /> against the associated cut slope on the inside of the road or <br /> against the highwall remnant. Other measures may include the <br /> diversion of water from the top of fill slopes, or buttressing the <br /> base of other slopes. <br /> Priority 4 <br />
