The <br /> location of where the Dutch Creek realignment will enter Coal Creek is still <br /> undetermined. Most of the experts recommended that it be located upstream of <br /> the present Dutch Creek flume. It will be determined when the material of the pad <br /> is known and when the exit point from Dutch Creek is known. <br /> In the late afternoon, OSM, DMG, USFS, and MRI met at Mine #3 to discuss the <br /> amount of backfilling requirements to eliminate the highwall. MRI submitted a <br /> report to DMG regarding its demonstration of reasonable available spoil in April <br /> and in May. OSM discussed its concerns with you during the second week of <br /> May. DMG and OSM expressed its concerns. These concerns centered around <br /> the vagueness of the plan, lack of information on the amount of existing material <br /> and, therefore, how can the amount of material being proposed to be used meet <br /> the regulatory requirements of "reasonable available spoil." MRI agreed to submit <br /> additional cross-sections to show the backfilling configuration (pre and post <br /> reclamation). In the meantime, it was agreed that MRI can begin to backfill the <br /> highwall despite questions regarding the demonstration, as long as it allows for <br /> room to retrieve additional material from the bench if required. <br /> June 21, 1994 <br /> A tour of the minesite was given by MRI to several members of the CVEPA. OSM, <br /> DMG and USFS accompanied the tour. The purpose of the tour was to show <br /> areas of the permit that were not affected by the mining operation yet were <br /> contributing sediment to Coal Creek, to show the progress of reclamation, and to <br /> discuss the reclamation plans for the mine. <br /> It was the consensus that the salvaging operation is going slowly. MRI anticipates <br /> completing the demolition of the remaining buildings at Mine #3 very soon and <br /> completing the topsoiling of the Sutey Pile to the extent possible (part of a <br /> conveyor system is in the way). <br /> At the end of the tour, it was stated that if CVEPA was interested in viewing the <br /> site during the summer, it should contact Greg Lewicki of MRI and you. <br /> Concerns (but not expressed at either meeting) <br /> 1. It was OSM's understanding that DMG would develop a detailed road <br /> reclamation plan determining on a section by section the appropriate backfill <br /> needed to reclaim the road for the mine.
