ENT OF
` , Tye United States Department of the Interior
vi p
OFFICE OF SURFACE MINING
Reclamation and Enforcement
} aA Suite 1200
ggCH 3 505 Marquette Avenue N.W.
Albuquerque,New Mexico 87102
JUL 1 51994
Mr. Steven Renner
Division of Minerals and Geology
2148 Broadway, Suite B-3
Grand Junction, Colorado 81503
Re: Coal Basin Mine
Dear Mr. Renner:
As you know, the Office of Surface Mining Reclamation and Enforcement (OSM)
(Bernard Freeman, Mike Rosenthal, and Hal Pranger) met with you (Division of
Minerals and Geology (DMG)) at the minesite on June 20 and 21, 1994. In
addition, on June 20, Jim Pendleton of DMG, as well as representatives from the
U.S. Corps of Engineers, U.S. Geological Survey, U.S. Forest Service (USFS), and
Greg Lewicki of Mid-Continent Resources, Inc. (MRI) attended the meeting. On
June 21, OSM, DMG, USFS, and MRI met with representatives from the Crystal
Valley Environmental Protection Association (CVEPA).
This is a brief summary of those two meetings, decisions that remain, and
outstanding concerns.
June 20, 1994
The group walked from the Dutch Creek flume upstream to the Rock Tunnel Waste
Piles. During this walk, an attempt was made to determine when the largest debris
flow event in the Dutch Creek watershed occurred. It appeared from the evidence
that it probably occurred in 1977. The location and alignment of the new Dutch
Creek diversion were also discussed. It was determined that additional information
was needed. The location and alignment of the diversion would depend on the
kind of material within the facilities pad area, whether or not the sloughing of the
south bank of Dutch Creek (at the old waste pile) is occurring because of Dutch
Creek or from water seeping from the coal waste material. DMG is going to review
the aerial photographs from the 1950's through 1990's to try and determine the
amount of sloughing that has occurred.
This sloughing determination will have an impact upon the location from where
Dutch Creek will be diverted. The size of the proposed diversion was also
discussed. In order to meet the requirements of the Colorado program, a
permanent diversion must safely pass the 100-year, 24-hour storm event.
