does not detail plans for reclamation of these downslopes, nor does the bond
include funds for seeding of the downslopes, and our intention in the meeting
was certainly not to volunteer to undertake additional reclamation tasks. We
have assured the creditors that we would minimize our costs.
At the same time, it is our intention to work with the Division to achieve the most
satisfactory reclamation result possible, and to devote our time, energy and
money to on-the-ground reclamation work rather than to legal disputes. On that
basis, we have indicated that we are interested in a program of placing sewage
sludge on some downslope areas, to be specified, to serve as a potential growth
medium, then broadcast seeding those areas in hopes of establishing vegetative
growth.
This sornewhai lengthy discussion on this point is prompted by my own concern
that the reclamation project as a whole be given precedence over any single
aspect or area.
• Topsoil - Roads
As you may recall, vegetative growth is establishing itself naturally in the road
beds, demonstrating it will work as a growth medium. I don't believe it will be
necessary to secure additional soil material for the roads, as the material which
will be excavated as part of outsloping, installation of water bars and removal of
shallow culverts is the same or equivalent to material we might borrow
elsewhere. We should minimize the "borrow" of topsoil which of course entails
additional disturbance, and in the case of the roads, I don't think it will be
necessary. That said, I should add that we have been thinking of the roads as
another good place to try sewage sludge, assuming we can obtain a sufficient
quantity, etc.
• Mapping Borrow Areas
I certainly have no objection to preparing a map with proposed "borrow" areas,
but also hope this can remain fairly flexible, as we'll probably identify new areas
as we're working. Also, I suggest we plan an in-field review of proposed
"borrow" areas next summer to determine whether our drawing-board concepts
are feasible.
Yours truly, \c
Diane Delaney
Mid-Continent Resources
