Ms. Diane Delaney -2- April 7, 1993 <br /> upon achieving final grade, in lieu of adding actual topsoil, three things should occur prior to <br /> seeding: <br /> 1. The road bed should be deep ripped during the grading phase and immediately upon <br /> completion of final grading. <br /> 2. Soil samples should be collected from the regraded area and analyzed for the fc!lowi.^.-1 <br /> parameters to verify its suitability as a growth medium: pH, SAR, EC, N, P, K, OM, and <br /> texture. <br /> 3. Organic amendments (sludge, etc.) should be added at this time, followed by discing or <br /> chiseling to further loosen compaction, incorporate any amendments, and finalize <br /> preparation for the seed bed. <br /> If, upon review of the soil analysis, it is determined that there is a limiting factor, the soil will be <br /> amended to ameliorate that deficiency or a borrow area will be identified to haul in cover material. <br /> This latter activity would most likely occur if the medium is physically limiting (too rocky or clayey) <br /> or if a chemical problem (acidic pH, high SA or EC, etc.) requires cover to remediate it. <br /> This testing activity may be suspended after a period of time if no problems are identified. <br /> Finally, it i.- ;Mperative that the Division become informed on exactly hc.: Mid-Continent intends to <br /> comply with the Board Order to complete reclamation. Has Mid-Continent petitioned Bankruptcy <br /> Court to sequester funds to finance this reclamation from salvage operations? If so, please provide <br /> evidence of this action to us. If not, please explain what your plan of action is. Within three <br /> months, snow will be off and reclamation activities must begin. We are at a critical point in <br /> determining ho\q and when this will be accomplished.
