However, since this plan was approved <br /> there have been changes to the rules concerning the handling and <br /> disposal of coal refuse which essentially prohibit its use for this <br /> purpose. Additionally MCR has requested that some foundations be <br /> broken up and left in place to save money. The Division has agreed <br /> to this proposal as long as there are two feet of cover over the <br /> foundation rubble at final grade. Obviously this will leave a <br /> material shortfall to complete the backfill as originally planned. <br /> The Division has therefore stipulated that all final grades must <br /> not exceed the material angle of repose unless it can be <br /> demonstrated that these grades meet a safety factor of 1. 3 , and any <br /> highwalls in the prep plant/office area must be eliminated. <br /> Roads <br /> The road plan has not changed much except that topsoil will not be <br /> required as long as it can be demonstrated that the final grade <br /> material is suitable as a growth medium. <br /> Structures/Foundations <br /> MCR requested leaving a lot of buildings at the site to compliment <br /> the post-mining land use. The Division indicated that all <br /> buildings, with the exception of the Block Lamphouse at the rock <br /> tunnels, should be removed and the foundations used for backfill or <br /> broken up in place and covered with two feet of material at final <br /> grade. <br /> Topsoil <br /> The Division is amenable to using less topsoil on certain areas as <br /> long as the regraded material is non-toxic and is suitable plant <br /> growth medium. This will probably save some material moving cost <br /> and avoid creating too many borrow areas which then have to be <br /> reclaimed. <br /> This is a short summary of the changes but should include the major <br /> points. As you read through the correspondence I 'm sure you will <br /> have many questions which I will be happy to address. As the <br /> reclamation progresses I suspect there will be additional changes <br /> to accommodate any number of variables including costs, field <br /> conditions, material shortages or surpluses, seed supply , etc. , <br /> etc. <br />
