These revisions involve several <br /> areas of the mine site where the current reclamation plan is <br /> unclear or where cost savings could be realized without <br /> compromising the overall quality of the reclamation plan. <br /> The following is a summary of these changes: <br /> Portal Sealing Plan <br /> MCR requested to use non-hydraulic plugs at various portals. The <br /> Division agreed to this request so long as all MSHA requirements <br /> were still met. In addition MCR was informed that any drainage <br /> from these portals would require monitoring and treatment if <br /> necessary. <br /> Downslopes Below Portal Benches <br /> MCR' s position is that these were pre-law disturbances and they are <br /> not responsible for their reclamation. The Division' s position is <br /> that these areas have been reaffected through snow removal and <br /> bench grading activities and they should be reclaimed. The <br /> compromise that was reached is that we will accept MCR' s proposal <br /> to apply an organic amendment and seed these areas in return for <br /> not applying bond release standards for vegetative cover to this <br /> area. <br /> Backfill/Grading <br /> Several changes were made in this area which are significant with <br /> respect to the approved plan. The approved plan called for using <br /> refuse from the sutey pile and building foundations to accomplish <br />
