r <br /> Page 4 <br /> National Forest Reclamation: <br /> Road Reclamation <br /> There still appears to be some misconception of what the Forest Service wants <br /> done with the roads on National Forest lands. We recommend that as a standard <br /> specification -- all culverts will be removed. As a variance to this standard, <br /> the culverts that are deeply buried that MCR wants left in place should be <br /> flagged for Forest Service approval for retention. <br /> Rolling dips and waterbars are used for cross drainage on roads where vehicular <br /> access is permitted. At final reclamation of the roads on National Forest <br /> lands, the old road running surface will be outsloped and revegetated and <br /> vehicular access will not be a permitted use. Therefore, there will be very <br /> few rolling dips and waterbars. If some are constructed, they will be designed <br /> to restore the natural slope or channel hydrology or to control erosion in the <br /> road prism. <br /> Some other concerns we have on the reclamation of National Forest: <br /> 1. Placing sewage sludge on the roads, due to the potential for the sludge <br /> being washed into the streams of Coal Basin. <br /> 2. We do not feel that burying asbestos in the portals should be <br /> considered because of the potential for harming the environment.
