The lower beltline has also been completely removed and <br /> topsoil has been placed and continues to be placed on the terraces <br /> and graded slopes. Seeding of these topsoiled areas will occur this <br /> fall. The Old Refuse Pile has also had final reclamation work <br /> performed on it by re-establishing proper drainage structures and <br /> regrading, topsoiling and seeding some additional area. <br /> - The Mine 5 portal area has been reclaimed this season. This <br /> involved removing all remaining structures and debris, rebuilding <br /> the lower portal seal and verifying competency of main portal seal <br /> (MSHA standards) , installing a new drain structure out of the lower <br /> portal, backfilling the upper bench, final grading on upper and <br /> lower areas to provide a smooth and stable final configuration, <br /> seeding and mulching entire regraded area. <br /> Some work remains on the upper fan bench and access road leading up <br /> to it. <br /> - All facilities have been removed from the Mine 3 area and the <br /> portals have been sealed and/or backfilled to MSHA standards. For <br /> all intents and purposes this area should be ready to backfill and <br /> regrade next year. The foundations are still intact but will be <br /> used for backfill as they were at Mine 5. <br /> - Two warehouses near the raw coal storage area (Maybe more) have <br /> been dismantled and removed from site. The contents are also (and <br /> may have already) being removed. <br /> -The Coal Preparation plant is currently being dismantled and/or <br /> torn down for scrap. <br /> - Dutch Creek stabilization under the old refuse pile has been <br /> completed by adding large rip-rap to the cut bank side under the <br /> Army Corps of Engineers nationwide 20 permit and MR-40.
