establish natural drainage patterns in these areas . In either case, <br /> an approximate width of 14 feet will remain to allow vehicle access <br /> to private property and for future reclamation maintenance. The <br /> road crossings of ephemeral , intermittent or perennial stream <br /> channels will not be significantly changed , although some erosion <br /> control measures may be taken. All final surfaces would be <br /> loosened, drilled, seeded , mulched and fertilized. <br /> The Cat D8N dozer will be used to rip the road surface and the 16G <br /> grader will be used to perform most of the regrading work required . <br /> A very large portion of the entire work season for the five man <br /> utility crew is used to perform long term erosion control measures <br /> such as slash check dams in problem gullies , rip-rap placement , <br /> culvert plugging , etc. <br /> Mine Area Reclamation <br /> Both mine areas have near-vertical pre-law highwalls which are <br /> impossible to completely restore to approximate original contour <br /> due to slope stability problems and fill availability. A partial <br /> reclamation of these two mine areas would be accomplished which <br /> would be similar to that performed at Mine #5 . If topsoil borrow <br /> areas near the portal areas are found to be acceptable, topsoil can <br /> then be placed on the reclaimed areas . One week with the Cat 980 <br /> loader and two 10 yard trucks has been allocated for this purpose <br /> at each mine site. <br /> The downslopes below the portal benches are pre-law and have not <br /> been used since law initiation in 1977 , therefore they should not <br /> be the responsibility of Mid-Continent to reclaim. Even if <br /> reclamation was required on these slopes , I truly do not know what <br /> could be done on such steep slopes which have not been able to <br /> vegetate naturally in over thirty years . Many natural Mancos Shale <br /> slopes in the immediate area have not been able to vegetate in <br /> thousands of years . <br /> The following section describes tasks in each row in the chart and <br /> assigns costs associated with each item. <br />
