1995 Reclamation Bids July 7, 1995 Page 2 <br /> In general, the bid packages do not provide significant guidance or specific <br /> information to bidders. Bid documents do not specifically identify material <br /> quantities to be moved, sources of material for backfill, specific topsoil <br /> volumes, or specific volumes of foundations and structures to be removed <br /> or demolished. The bid documents lack maps or plans of a scale adequate <br /> to allow bidders to evaluate the scope and nature of the work expected <br /> (e.g., there are no cross-sections of the benches at Mines 3 or 4 which <br /> illustrate either the current configuration or the proposed post-mining <br /> configuration). <br /> The lack of detail and specificity in the preparation of the bidding <br /> documents, even though much of this information is available in the permit <br /> and revision documents, will likely result in bids to complete the specified <br /> tasks being higher than needed, since lack of specificity causes contractors ? <br /> to "hedge their bets" and bid very conservatively. CDMG has hedged their <br /> bets by incorporating "additional bid items" which do not correlate to <br /> specific reclamation tasks as identified in the bids. Lastly, CDMG has <br /> provided for excessive seeding rates for the reclamation proposed. Specific <br /> concerns are addressed by Task within each Bid. <br /> Sutey Refuse Pile and Old Refuse Pile - Bid PKA 5-356 <br /> Project work proposed for 1995 at the Sutey Refuse Pile and Old Refuse <br /> Pile consists of final grading of existing benches and burial of conveyor <br /> foundations at Sutey, grading of the refuse conveyor area at the Old Refuse <br /> Pile, re-topsoiling at both refuse areas, construction of surface drainages at <br /> both refuse areas, installation of silt fence at the refuse areas, and <br /> revegetation of disturbances at both the Sutey Refuse Pile and the Old <br /> Refuse Pile. <br /> Task 2 Silt Fences <br /> Why is CDMG proposing placement of Mirafi Prefabricated Silt Fence at <br /> the Sutey Refuse Pile and the Old Refuse Pile? Sediment control at both <br /> facilities is achieved by existing collection ditches and sediment ponds. <br /> CDMG has not specified the proposed locations of the silt fence, so <br /> evaluation of the necessity of silt fence is not possible.
