Savage and Savage °. T r--
1VMemorandum
JUL 121995
To: Lou LaGiglia Ml NERALS& GE r
OLOGY
From: Michael Savage, Savage and Savage, Inc.
Date: July 7, 1995
Subject: CDMG bid packages for 1995 reclamation work at the Coal
Basin Mines
File#: 1995 Reclamation Bids
I have reviewed the bid packages issued by the Colorado Division of
Minerals and Geology for proposed 1995 reclamation work at the Sutey
Refuse Pile, Old Refuse Pile, Mine# 3, and Mine # 4 within the Coal
Basin Mines. The scope of work proposed at the Sutey and Old Refuse
Piles is contained in Bid PKA-5-356 and Amendment Number 1 to PKA-5-
356. Bid PKA-5-359 and Amendments I and 2 to Bid PKA-5-359 contain
the proposed scope of 1995 work to be completed at Mine # 3. CDMG's
proposed scope of work for 1995 reclamation at Mine #4 is contained in
Bid PKA-5-360 and Amendment Number I to PKA-5-360.
Bid packages and amendments were reviewed and analyzed to determine
general compliance with the Coal Basin Mines CDMG approved
reclamation plan, approved revisions to the plan (particularly TR25), and
accepted reclamation practices. I consulted with Mr. Greg Lewicki P.E.
on several aspects of TR25, as he was the author and principal investigator
who developed the designs and recommendations for many of the surface
water control facilities at the mine site, and is intimately familiar with the
hydrologic conditions on site.
For clarity, comments are provided for each bid package. Many of the
comments pertain to more than one bid package, and are repeated where
applicable.
TOTAL P.01
