work in support of reclamation bids at the Rock Tunnel and the Rock
Tunnel Waste Pile was accomplished. Field work and draft designs
for a permanent Dutch Creek channel through the facilities area
were completed. Site observations lead to the discovery of a seep
which flows to Coal Creek from the hillslope underlying the
facilities area. The seep may contain diesel fuel. Sampling of
the seep as well as Coal and Dutch Creeks for other constituents
was completed. An analysis of the sampling results is being
performed by the Division.
Decisions regarding reclamation of the roads and revegetation of
the mine bench outslopes need to be made in the near future. It is
recommended that road reclamation efforts primarily be targeted at
hydrologic control and revegetation of the road surface and
adjacent cut and fill slopes. A bid concerned only with
revegetation of the mine bench outslopes should be drafted, taking
into account the test plots established in 1995. Discussions with
Mid-Continent Resources should be conducted regarding a
comprehensive reclamation plan for the facilities area. This plan
would include relocation of Dutch Creek, remedial needs at the Old
Refuse Pile (including possible IMP funding of one pre-law project
area) and post reclamation land uses.
3
