8.0 The method of ventilating the mine during sealing shall
be via natural ventilation since disassembly of surface
electrical sub-stations has commenced and electrical
power is no longer available for mine ventilation and
mine ran operation.
9.0 Whenever sealing is being done, a certified person shall
be present at all times and sealing operations will only
proceed provided that the ambient methane content of the
atmosphere in the sealing location is less than 1.0
percentum by volume and the ambient atmospheric
conditions are such that the sustained combustion of a
flame safety lamp is supported at all times.
9. 1 The certified person will take methane checks every 20
minutes at the sealing location. A flame safety lamp
will be continuously lit, hung, and monitored by the
certified person in the sealing location.
9.2 All sealing work will stop if the methane level exceeds
1.0 percentum and the sealing crews removed from the
portal areas. Sealing will not resume until the methane
level is less than 1. 0 percentum by volume.
9. 3 If the methane level exceeds 1.0 percentum by volume,
ventilation controls, i.e. line brattice will be erected
within the unsealed mine portals redirecting the mine's
natural ventilation such that the methane levels in the
sealing location are maintained less than 1 percentum by
volume.
9.4 If the atmosphere at the sealing location will not
support sustained combustion of a flame safety lamp all
personnel will be withdrawn from the sealing location.
9. 5 If the atmosphere at the sealing location will not
support sustained combustion of a flame safety lamp work
will not be resumed until line brattice is erected within
the unsealed mine portals to redirect the mine's natural
ventilation such that the atmosphere in the sealing
location will support sustained combustion of a flame
safety lamp.
10.0 The entrance gate to the property shall be locked except
when used by authorized personal, prohibiting casual
access to the mine site.
10. 1 Accessways to portal areas will by posted with signs
provided by the State of Colorado Division of Mines
warning of the dangers of entering mine openings.
10. 2 Portals not immediately sealed under this plan will be
Mid-Continent, Mine
Sealing Plan - 3 -
