A plan has been <br /> submitted to MSHA which proposes filling most portals with at least 26 of <br /> incombustible material. This would be accomplished by heavy equipment <br /> pushing material into the openings, or if allowed, by dynamiting them shut. <br /> Those openings at whirl-i there is a potential for impoundment of water would be <br /> equipped with a, U shap,sd drain This includes the rock tunnel. <br /> The current a proved plan of the (MLRD) permit calls for "impervious" seals, and <br /> anticipates impounding water in the rock tunnel by construction of a series of <br /> seals. We believe this would be unadvisable, that allowing impoundments would <br /> not be in the best interests of safety. Accordingly, we do wish to change the <br /> plans described in the rermit. We have indicated to MSHA that we would like to <br /> use the dynamiting method for portal sealing in those areas which are difficult to <br /> access with heavy equipment. If this alternative is not allowed by MSHA, some <br /> surface disturbance will likely be necessary to get equipment in to these sites. <br /> We consider the sealing of portals to be our first priority for work during 1993, <br /> The order of sealing wHc' rtal/opening when should be dictated by <br /> considerations such as th -,st efficient use of equipment, etc. <br /> Downslopes Below Portal Benches <br />
