I've attached for your information both memos and letter
from Harlan & Associates, who have been asked to advise Mid-Continent on
environmental matters.
As indicated by Dick Harlan in his memo of June 13, 1996 the splits of samples
collected by BLM at the quarry on May 2, 1996 were analyzed for PCB by Evergreen
Analytical, a lab in Wheatridge, and found to be below detectable limits-
An affidavit filed by EPA indicate: that EPA took samples of the stained soil in the
quarry on May 22, 1996 and that lab results "-__ did not show the presence of any
PCBs-" [page 12].
However, BLM's samples, tested by another lab, Enviro-Chem of Grand Junction,
differ from the test results of the other labs. BLM has not released these test results,
but a=rding to an affidavit filed by EPA, These written test results [of Environ-
Chem] indicate that synthetic PCBs were detected in the soil at 54.12 parts per
million (ppm), 13.98 pm and 14.71 ppm- ' [Page 101
As you know, EPA executed a search warrant of the Carbondale Ioadout facility and
office on June 1, 1996. We have been attempting to obtain splits of the samples
taken by EPA at that time, but had not been able to do so at the time of my last
conversation with Harlan &Associates, on June 18, 1996.
