To: DLB@IMP
Cc:
BCC:
From: RennerS@COAL@DNRML
Subject:
Date: Thursday, November 13, 1997 8:10:19 MST
Attach:
Certify: N
Priority: Normal
Defer until:
Expires:
Forwarded by:
----------------------------------------------------------------------------
David- - I received a copy of Bob Delaney's 11-6-97 letter re: road
reclamatin and funding for long term maintance. Mike Long apparently asked
Cheryl to set up a meeting with Mid-Continent to discuss the proposal.
Yesterday, I spoke with both Mike and Cheryl before she had the opportunity
to set up a meeting. I suggested that we sit down with the USFS before
meeting with Mid-Continent. They agreed to do this, so I am trying to set up
a meeting in Glenwood or Carbondale with Kevin Reardon early in the week of
December 8, or the week of December 15. Are you interested, and do you have
a preferred date? I am not available December 10, 11, 12 . I can't see
talking with Mid-Continent until after this meeting, and until after the
first of the year. I will soon be providing a memo to you, Cheryl and Mike
outlining my perspective of the recent history of the issue, reclamaiton
alternatives/ideas and funding issues.
You may know that Cheryl asked me to put together a detailed summary of work
left to be done at the site, and a detailed cost estimate of that work.
This, along with a summary of the cost of work completed (which I see simply
as a COFERS spread sheet report of our expenditures by project to date) will
be presented to Mid-Continent and Pitkin County on January 2, 1998 as part of
the on-going suit between these parties. I am going through the permit and
permit revision files to make sure that I have all required tasks well
documented. I will also be adding tasks which I think need to be
accomplished (along with a Coal Regulatory citation in support of the task) .
For costs, I am going to use the Coal Bond estimating program, as it is well
documented. I will address discrepencies which may arise between the Coal
estimated cost and what I perceive to be a more accurate estimated cost based
on past bid results, as they develop, and in consultation with you and
Cheryl.
I hope to get a pretty final draft of this completed and distributed to you,
Mike and Cheryl by December 11. As I will be on VACATION December 22 through
January 4, I will need to finalize this document with any comments you three
may have by December 19, 1997.
Let me know if you have questions / comments
Steve
