a steep slope revegetation project at Mine 4. The goal of this <br /> project is to stabilize the steep Mine 4 outslopes through <br /> revegetation. At least two revegetation techniques will be <br /> utilized in order to establish some degree of ground cover. A <br /> spray on erosion control blanket will be used in the steeper ares, <br /> while mechanical roughening of the slopes will be accomplished in <br /> other areas in order to create small depressions on the slopes for <br /> seed to accumulate and eventually root. Commercial seed will be <br /> planted in some areas, while native grass and forb seeds collected <br /> from other areas of Coal Basin will be planted on other areas of <br /> the steep slopes. <br /> Tentatively, reclamation for 1998 will include the steep slopes at <br /> Mines 1, 2, 3; reclamation of the main facilities area near the <br /> mine entry gate; and construction of a permanent Dutch Creek <br /> Channel. This last project will be accomplished using monies <br /> provided by the Office of Surface Mining through a grant which the <br /> Division applied for in the fall of 1996. We have recently applied <br /> for monies from the Abandoned Mined Land Reclamation Fund in order <br /> to alleviate potential problems which may develop at pre-law <br /> portions of the Old Refuse Pile. If these funds are awarded, this <br /> work may be undertaken in 1998. <br /> Reclamation tentatively scheduled for 1999 includes the remaining <br /> roads and miscellaneous sites and site maintenance. It is <br /> important to note that all reclamation is dependent upon the <br /> bankruptcy trustee providing sufficient funds in a timely manner to <br /> the Division prior to the work being contracted. <br /> Regarding reclamation funding, the State has received $1,503 ,810 <br /> from the liquidation plan. The State is due a total of $3 million <br /> in cash and services, according to the terms of Mid-Continent <br /> Resources' liquidation plan. In order to determine the amount of <br /> money potentially available, certain credits must be factored into <br /> any calculation. Under the terms of the liquidation plan, when and <br /> if Mid-Continent Resources demolition contractor completes the <br /> structural demolition and salvage work specified in its contract, <br /> $500,000 would be credited to the reclamation dispersement. In <br /> addition, Resources is due some amount of credit for the <br /> reclamation work it performed by reclaiming Mine 5, by sealing the <br /> various mine entries, and by completing various other projects at <br /> the site. Note, however, that a final reclamation credit figure <br /> has not yet been agreed upon by the parties. A rough estimate of <br /> the amount received, the possible amount of reclamation credit and <br /> the amount of salvage credit is about $2, 384,000 which will have <br /> been credited to the Reclamation account. Subtracting this amount <br /> from the $3 million owed to the account (in cash and services) <br /> yields a balance of $616,000 owed. <br /> We currently hold $595,500 of reclamation funds in the State <br /> Treasury. Therefore, the Division should have enough money to <br /> accomplish the reclamation scheduled for 1997 and at least a <br /> 3 <br />
