EXHIBIT M1 -- <br /> COAL BASIN COMMITTEE <br /> OF THE <br /> WHITE RIVER NATIONAL FOREST ASSOCIATION <br /> June, 1997 <br /> The Coal .Basin Committee (CBC) appointed by the <br /> President of the White River National Forest Association (WRNFA) <br /> with the concurrence of the Board of Directors, or Executive <br /> Committee, has the following objectives : <br /> To study and make recommendations to the United States <br /> Forest Service (USFS) as to post-mining uses of Coal Basin <br /> including: <br /> 1 . Use of existing facilities, primarily the <br /> lamphouse and roads and trails in -Coal Basin previously used or <br /> associated with the coal mining operation, subject to policies, <br /> operations and use limitations of USFS . <br /> 2 . To make recommendations as to educational exhibits <br /> and programs designed to preserve historic values, educate as to <br /> the ecology, geology, wildlife and other features of Coal Basin. <br /> 3 . To make recommendations as to public access using <br /> roads and trails, with particular reference to limitations on <br /> motorized transportation. <br /> 4 . To make recommendations concerning funding <br /> arrangements to pay for lamphouse utilities and maintenance; road <br /> and trail maintenance, overhead and other costs, subject to <br /> 501-C-3 limitations . <br /> 5 . To make recommendations as to possible cooperative <br /> agreements, interpretative agreements, and arrangements as <br /> between the Historic Preservation Committee at Redstone, or other <br /> historic group, the WRNFA and the USFS . <br />
