September 1997 Reclamation Evaluation -MCR Mines <br /> In early September of 1997, I was asked by Bob Delaney of Delaney and Balcomb of Glenwood <br /> Springs, Colorado to evaluate the reclamation completed at the Mid-Continent mine site and <br /> determine what work remained to be done. I was also asked to calculate what amount of the <br /> agreed 1991 bond amount should be credited for work done by MCR, AM King and the <br /> Division. <br /> On September 9, 1997 I conducted a complete site investigation that included all mine sites, <br /> roads portal areas, refuse areas, building sites and the main yard area. The table on the folloNving <br /> pages includes a list of all tasks from the approved 1991 bond calculations, including what work <br /> has been completed and what work remains to be completed. <br /> Much of the work, such as road reclamation, retopsoiling and steep slope revegetation, has been <br /> significantly modified from the original plans, however much of the work was done in a similar <br /> way to that which we envisioned in 1993. See comments on each of the tasks in the enclosed <br /> table. <br /> The column titled Actual Cost of Remait:ing Wgrk looks at the actual cost of doing the work in <br /> the manner that the DMG has employed and will likely continue to employ for the rest of the <br /> reclamation. In some cases, this cost is nearly identical to that predicted by the bond amount <br /> such as the case of the prep plant backfilling. However, in other cases, the cost is much less than <br /> the bond amount. For example, the actual cost of backfilling the roads (Task 16) is much less <br /> since the DMG is employing no backfilling as contemplated by the original bond. Rough grading <br /> and final grading costs should handle the minimal work that is being done to the roads prior to <br /> seeding. <br />
