Dnef lii
Mich.30 H,Long
FROM; Steve Renner,- i LIM)k)n Dncuw
1
RE: Reclamation Funds and Scheduling, oal Basin
I have been considering the questions of how best to proceed with
reclamation at Coal Basin in a logical progression, given funding
projections and project sequencing. This memo discusses
reclamation funding and a reclamation schedule, which is presented
on the attached table.
The table contains a recommended project schedule and sequence
along with estimated costs by project. The costs are a combination
of those contained in the reclamation cost estimate compiled by the
Coal program in the spring of 1995, and modifications which I have
made based upon actual reclamation costs incurred via past bids
received from contractors working at coal Basin. The schedule
represents a sequence of events which minimizes redisturbanee of
previously reclaimed areas, while allowing time to observe these
same areas in order that changes to reclamation concepts may be
incorporated at other portions of the mine so that the best
possibl.: reclamation is accomplished within financial constraints.
FUNDING AND COSTS
In round numbers, we currently hold approximately $595,000, and are
owed approximately $613,000. There may be a dispute with Resources
concerning the amount owed, depending on the total amount of credit
claimed for work they or Pitkin Iron have performed, and dependent
on whether the structural salvage is completed by M&E. I am
assuming that we will receive $600,000, for a combined total
(current holdings plus receivable) of $1,195,000. See my January
23, 1997 memo for more information regarding financing of
reclamation.
It is assumed that the cost to perform the minimum required
reclamation tasks at Coal Basin will vary between $1,000,0.)a and
$1 ,600,l.00. Many factors, both environmental and economic,
influence these estimates. Therefore, these numbers should be
viewed only as broad guidelines.
1
