e
STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY Pow,
Department of Natural Resources
1313 Sherman St., Room 215
Denver,Colorado 80203
Phone:(303)866-3567
FAX:(303)832-8106
DEPARTMENT OF
NATURAL
RESOURCES
Roy Romer
Governor
James S.Lochhead
Executive Director
May 16, 1997 Michael B.Long
Division Director
Vanni Lowdenslager
7251 Highway 135
Gunnison, Colorado
81230
RE: Coal Basin Mine
Dear Ms. Lowdenslager:
The Division of Minerals and Geology is in receipt of your letter which we received on
May 2, 1997.
Minerals and Geology is in the process of reclaiming the Coal Basin Mine utilizing
funds which it receives as a result of the Mid-Continent Resources bankruptcy
liquidation. The bankruptcy liquidation plan specifies that the Division is due a total
of $3 million in cash and services. Reclamation is accomplished by bidding individual
reclamation tasks to independent contractors as required by State law. To date, we
have received approximately $1 ,503,810 through the bankruptcy liquidation plan. Of
this amount, we have spent approximately $908,265. These funds were expended
to accomplish reclamation of approximately 140 acres.
The Division shares your concern regarding minimizing mining related impacts to the
hydrologic systems within Coal Basin. The Division is taking steps to reduce erosion
and sediment generation through the reclamation process. One of the primary goals
of the individual reclamation tasks is to accomplish land form stabilization for the
purpose of accomplishing hydrologic stability within Coal Basin. For example, we are
attempting to re-establish the natural drainage patterns within the Basin by eliminating
the road drainage system established during active mining operations. The road
drainage system channeled runoff from a number of drainages into a single drainage,
thus causing erosion within the new receiving drainage. Our premise is that the
naturally occurring drainage systems are appropriately sized to accommodate the rain
fall and snow melt waters which the individual drainage basins receive.
