3 .4 QA/QC is addressed by Colorado Department of Health standard <br /> protocols for on-going water quality monitoring, and as part of <br /> Colorado Division of Wildlife's protocols for aquatic <br /> invertebrate sampling. <br /> 4. Participating Agencies and Responsibilities <br /> 4.1 CDOW will be the lead agency for the Crystal River <br /> streambank stabilization portion of this project. MLRD is <br /> responsible for activities in the active mining area, other than <br /> permitted discharges which are addressed by CDH. NWCCOG will <br /> take the lead on Coal Creek in-stream improvements with extensive <br /> assistance form Pitkin County. <br /> 4.1. 2 See attached: 11/21/91 letter from Mark Fuller, <br /> 11/25/91 letter from Alan Czenkusch. A Settlement Agreement from <br /> MLRD dated May 22, 1991 (Order, signed Agreement, and Summary of <br /> Joint Inspection) addresses erosion control in the mining area <br /> and is included by reference. <br /> 4 . 2 Project links with other programs: <br /> 4. 2.1 Sediment and erosion problems in the Crystal River and <br /> Coal Basin are noted in the Colorado NPS Assessment as well as by <br /> the soil conservation district. The situation is recognized as a <br /> priority watershed/project for agriculture/silviculture in the <br /> Colorado NPS Management Program. The project will utilize water <br /> quality monitoring data which is collected as part of CWA Sec. <br /> 106 monitoring efforts. <br /> 4. 2. 2 The State Agencies involved in this project have <br /> extensive experience in their areas of responsibility. NWCCOG <br /> staff engineer has designed or reviewed designs for multiple NPS <br /> control projects and water quality monitoring efforts. He is co- <br /> author of an erosion control design manual adopted by the State <br /> of North Carolina and administers the Region XII 208 water <br /> quality management plan. <br /> 4. 3 The loss of aquatic habitat in the Crystal River as a result <br /> of sedimentation is a very high profile situation in the Roaring <br /> Fork Valley. In 1988 a group of concerned citizens formed the <br /> Coal Creek Coalition to voice their long standing concerns and to <br /> assist jurisdictional agencies in resolving this problem. The <br /> situation is also primary focus of the Crystal Valley <br /> Environmental Protection Association. In 1990 the CDH received <br /> at least five letters from local organizations indicating their <br /> concern with the situation and recommending some remedial action. <br /> 5. Information Dissemination Plan <br /> Annual Reports, summarizing the project and evaluating water <br /> quality monitoring data relative to project goals, will be <br /> provided to participating agencies. This report will be <br /> summarized annually at the Colorado Nonpoint Source Task Force. <br /> A field trip for the NPS Task Force will be organized in the <br /> second year of the project. In addition, the Coal Creek <br /> Coalition will be updated as to project activities and goals, and <br /> an article will be submitted to the Colorado Conservator. <br />
