Structures would <br /> direct peak flow into constructed riparian areas within the <br /> existing alluvial stream channel to further filter sediment. <br /> 2. 2.2 This targeted, watershed approach is an innovative <br /> solution. <br /> 2. 3 Responsible agencies: 1) Stabilization of Crystal River <br /> streambanks will be addressed through technical assistance from <br /> the Colorado Division of Wildlife. These 3 to 5 individual <br /> projects are valued at approximately $10,000 each. 2) The U.S. <br /> Forest Service and the Colorado Mined Land Reclamation Division <br /> (MLRD) collaborated in a detailed onsite inspection of the <br /> approximate 290 acres disturbed by the mining operation in Coal <br /> Basin. That effort was documented in a Summary Report. The Mined <br /> Land Reclamation Board has required that the recommendations of <br /> this report be included in a revised permit for the mining <br /> operation. Because this aspect of the problem is addressed <br /> through regulation it is not appropriate to include in the <br /> overall costs of the project. 3 ) In-stream structures in Coal <br /> Creek will be designed by Northwest Colorado Council of <br /> Governments (NWCCOG) with review by U.S. Forest Service. NWCCOG <br /> will also administer, supervise, and provide data analysis for <br /> the project. The cost for this element of the project, including <br /> construction contractor, is $21,828. Pitkin County will provide <br /> some of the necessary equipment, labor, materials and <br /> transportation as an in-kind match valued at $10 , 300 for this <br /> aspect of the project. Colorado Division of Wildlife (CDOW) will <br /> perform macro-invertebrate sampling and monitor habitat <br /> improvement indices, an in-kind estimated at $ 4 , 200. Laboratory <br /> evaluation of biological samples will cost $3 ,000 and are <br /> included in this grant request. <br /> 2.4 NWCCOG will contract with the state. <br /> 3 . Monitoring/Evaluation Procedures <br /> 3 .1 Utilize the F statistic to determine if dissolved and <br /> suspended sediment in the Crystal River at Carbondale (CDH <br /> station 14010004005) is statistically improved relative to the <br /> station just upstream of Coal Creek (CDH station 14010004008) . <br /> These sampling sites have twelve years of data which portray <br /> sediment concentrations above and below Coal Creek. <br /> Additional monitoring will include continued macro- <br /> invertebrate sampling (3 years of sampling data exists) to assess <br /> improvements in biologic diversity with a goal of bringing the <br /> DAT diversity index into the excellent range (18 - 26) , and <br /> utilizing stream index sites to evaluate habitat improvements. <br /> 3. 2 Monitoring program design is for up-stream-down-stream <br /> sampling of sediment and macro-invertebrates. <br /> 3 . 3 Information from this project will be utilized to: determine <br /> the success of the project as measured by the stated goal; <br /> evaluate the effectiveness of targeting of resources in nonpoint <br /> source watershed improvement projects for future activities; <br /> provide information to assess whether further remediation, <br /> specifically upstream of Coal Creek, is necessary on the Crystal <br /> River; to assist the Division of Wildlife in decision making <br /> regarding overall fisheries management of the Crystal River. <br />
