FACILITIES AREA PROJECT (1999) <br />The purpose of this project is to accomplish reclamation of disturbed areas in and around the <br />former location of the Wash Plant according to the specifications of the permit. <br />The following Tasks will be accomplished as a part of completing this Project: <br />Demolition Remaining structures and facilities which have not been removed by <br />Machinery and Equipment will be removed. These structures include the water tank near the <br />Dutch Creek Flume, the power poles between the old office and the Lamp House, the steel <br />building located north west of the Wash Plant, and miscellaneous metallic materials and debris <br />located throughout the Wash Plant vicinity. The sides of the concrete flume will be pushed down <br />onto the floor of the structure. <br />Road Grading Five road segments remain within the Project Area: the Old Refuse <br />Pile access road, the upper and Lower Sutey Pile access roads, the road segment north of the <br />Thompson/Willison road junction(west of the Sutey pile) and the access road to the belt line <br />transfer point north of Coal Creek. The Sutey access roads and the belt line transfer point access <br />road will be reclaimed to approximate the original contour of each area, as described in the <br />permit. The remaining roads will be reclaimed in a manner similar to that employed on Roads E, <br />F, G. The roads will be graded to a configuration so that they have a slope of approximately 5% <br />to the outside. The five culverts along the Sutey access road, including the Ditch 1 drainage <br />culvert, will be removed as they frequently are plugged due to cut slope slumps, or accumulation <br />of debris. These culverts will be replaced with ten rolled dips. The road surfaces of each road <br />(excepting the main Sutey access road) will be ripped to twelve to eighteen inches on no greater <br />than thirty inch centers. <br />Rolled Dip Construction In order to facilitate drainage from the road surfaces, and to <br />minimize erosion potential as a result of concentrated flow, rolled dips will be constructed on each <br />road segment. Twenty one dips will be built on the Old Refuse Pile access road, ten dips will be <br />built on the main Sutey access road, and two dips will be constructed on the road segment north <br />of the Thompson/Willison road junction (west of the Sutey pile). Dips on all but the main Sutey <br />road segment will be built to accommodate all terrain vehicles, foot, horseback and mountain bike <br />traffic. The dips on the main Sutey road will be constructed to accommodate vehicular traffic, <br />and thus will be broader and armored by rock. <br />Low Water Crossing A Low Water Crossing will be constructed on the main Sutey <br />access road at the point where it crosses the current location of the Ditch one culvert. This will <br />be an armored crossing constructed to accommodate anticipated traffic needs. <br />Surface Channels The Sutey Pile Ditch 8 is a long, steep drainage built to the <br />specifications of a permit revision during the reclamation process. The ditch has not sufficiently <br />stabilized, and continues to experience erosion. Field investigations indicate that a long term <br />solution to the instability of this channel will require that it be reconstructed east of its present <br />location so that it is not in contact with the coal refuse contained within the Sutey facility.
