Disposal Area Construction <br />It is estimated that cubic yards of coal refuse material will be excavated from the Old <br />Refuse Pile and transported to the designated disposal area. The disposal area is located <br />approximately 1,500 feet west of the central portion of the Old Refuse Pile near the former <br />location of the wash plant (Map 3, Project Area). <br />Under a separate contract scheduled to be completed prior to initiation of the Huntsman <br />Project, demolished concrete rubble and debris will be stockpiled against the hill behind the <br />former location of the wash plant. CONTRACTOR shall dispose of the coal refuse excavated <br />from the Old Refuse Pile so that the concrete rubble is covered by the coal refuse. <br />The demolition contractor is required to construct the rubble disposal area to the following <br />specifications: <br />The rubble will be placed against the hillside behind the wash plant to a height not to exceed <br />twenty feet (20') above ground level. Rubble will be packed as tightly as possible to minimize <br />voids within the material. The top of the rubble is to be level, with no single piece of rubble <br />or debris exceeding a height of eighteen inches (18 ") above the mean elevation of the <br />surrounding material. Upon completion of the demolition / disposal project, the side slopes of <br />the rubble will not exceed 511:1V on the north facing slope, 4H:1 V on the east facing slope, <br />and 3H:1 V on the west facing slope. <br />It is anticipated that the maximum area of the disposal site will be approximately two and one <br />half (2.5) acres. In order to accommodate the volume of coal refuse expected to be generated <br />during excavation of the north slope of the Old Refuse Pile, an average depth of Feet () of <br />coal refuse will be placed over the entire disposal facility. <br />When disposing of the coal refuse at the disposal facility, certain construction requirements <br />will be implemented. These requirements are as follows: <br />(1) Coal refuse materials will be placed in horizontal lifts no greater than twelve <br />inches (12 ") in thickness. Placement will begin around the perimeter of the facility, <br />and proceed toward the crest of the rubble, then across the top of the rubble. <br />(2) Each lift will be thoroughly compacted by a non - vibrating sheeps foot roller prior <br />to beginning placement of the succeeding layer. Optimal compaction of the material is <br />ninety percent (90 %) of maximum dry density. <br />(3) In order to achieve the optimal dry density during compaction, it may be <br />necessary to add water to refuse which appears dry during placement in the lift. <br />(4) In no instance shall the outslope formed during construction of fills be steeper than <br />2H:1V. <br />15 <br />
