DIVISION OF MINERALS AND GEOLOGY <br />Department of Natural Resources <br />1313 Sherman St., Room 215 <br />Denver, Colorado 80203 <br />Phone: (303) 866 -3567 <br />FAX: (303) 832 -8106 <br />May 15, 1998 <br />MEMORANDUM <br />TO: Greg Lewicki <br />From: Steve Renner <br />RE: Huntsman Project Topsoil Application <br />STATE OF COLORADO <br />Roy Romer <br />Governor <br />As we discussed by phone Wednesday, I am providing my calculations regarding the topsoil <br />balance as it pertains to the privately held properties and remaining reclamation at the Coal Basin <br />Mine. <br />The Huntsman Project, which is to be accomplished with Abandoned Mined Land Funds, will <br />result in reduction of the north facing slope of a portion of the Old Refuse Pile adjacent to Coal <br />Creek. The area of interest was affected by mining operations prior to August 3, 1977, thus <br />making it eligible for AML funding. No bond monies will be expended on this project. Reduction <br />of the targeted slopes will improve overall slope stability and decrease the potential of slope <br />failures into Coal Creek. By virtue of a land exchange, the project area is now property of the <br />United States. The Forest Service has given its consent for this project. <br />Coal refuse is to be cut from the Old Refuse Pile east of the Dutch Creek Flume, easterly for a <br />distance of approximately 800 feet. The resultant cut slope will average approximately 2H:1 V or <br />gentler. Topsoil will be placed over the cut slope and revegetation will occur. Planting of trees <br />on the slope will complete the project. <br />The cut refuse will be transported to the area just south of the former location of the Wash Plant, <br />where it will be placed over demolished concrete rubble. Placement of the rubble is being <br />accomplished under separate contract. Demolition and disposal of concrete, and covering it with <br />refuse is specified in the Coal Basin Mine permit. Completion of the Huntsman Project will result <br />in a cost savings to Resources estate, in that the burial of concrete is being accomplished by virtue <br />of the Huntsman Project, rather than via funds generated from the liquidation plan. <br />As important as this project is, initiation of the project does not make sense unless a source of <br />topsoil is identified so that revegetation of the cut slopes may be accomplished upon completion <br />of the earth work. Therefore, the Division has requested the permission of the Trustee and / or <br />Resources to utilize topsoil located near the eastern terminus of the former Overland Conveyor. <br />DEPARTMENT O F <br />NATURAL <br />RESOURCES <br />James S.
