STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY ppr,
Department of Natural Resources
131 3 Sherman St, Room 215
Denver,Colorado 80203
Phone (303)866-3567
FAX (303)832-8106
DEPARTMENT OF
NATURAL
December 9, 1998 RESOURCES
Roy Romer
MEMO Governor
James S Lochhead
CONFIDENTIAL Executive Director
Michael B.Long
Division Director
TO: Mike Long, David Bucknam, Cheryl Linden
FROM: Steve Renner,Z'
RE: Coal Basin Loadout Reclamation
Midcon LLC and/or Mid-Continent Resources have begun reclamation of the loadout facility in
Carbondale. Cursory observations of the area on December 2, 1998, exclusive of the office area,
indicate that the site is being converted to a commercial storage site and rock product preparation
facility.
It appears that the open conveyors and tunnels have been eliminated, and that a small amount of
building improvement has taken place. The covered and leveled slot bin building is being used
by rock products producer(s), private individuals and a trash disposal company as a storage site.
At least one rock product producer is cutting dimension stone from alabaster, apparently for
resale.
The large hole located adjacent to, and east of, the slot bin is being filled with dirt. It is
estimated that between on quarter and one third of the hole has been filled by approximately
10,000 to 12,000 yards of earth excavated from the north side of the slot bin building. A contract
to excavate, haul and place an additional 6,000 cubic yards of dirt has been awarded. The
additional work was to have begun on or about December 7, 1998. It is believed that the cost to
accomplish the dirt work thus far completed or contracted is approximately $24,000.
The reclamation plan states that the area will be converted to a commercial use. The conveyor
belts and tunnels were to be removed, as was the tipple. A Minor Revision to the permit was
approved on November 10, 1993. This revision described filling of the interior of the slot bin to
ground level in order to implement the commercial post mining land use.
Midcon LLC and/ or Mid-Continent Resources have accomplished a large portion of the
approved reclamation plan for this area. The belt lines have been removed and the tunnels
