quality of the reclamation; and, 3) whether or not the funds available are, in my <br /> opinion, sufficient to complete the job adequately and as mandated by SMCRA <br /> and applicable Colorado laws and regulations. <br /> The following is a summary of my familiarity with the site and the project: <br /> • 1 served as an industry representative on the Colorado Mined Land <br /> Reclamation Board from 1976 to 1983, during which time I heard various <br /> presentations regarding the mine. <br /> • 1 first toured the mine in 1977 with the High Altitude Revegetation <br /> Committee (which I have chaired since 1982). <br /> • 1 again toured the site on August 25, 1998. 1 believe the tour was <br /> provided for "locals" and was led by Mr. Steve Renner, who is in charge <br /> of the reclamation being conducted at the site by DMG. <br /> • 1 spent the afternoon of November 5th and the morning of November 6th <br /> 1998 touring the site again with Mr. Renner. <br /> • 1 met with Mr. Renner again on January 11 , 1999 in Grand Junction to <br /> discuss various aspects of the project. <br /> Cost Effectiveness <br /> I have reviewed the accounting information provided by the DMG <br /> regarding all the tasks to date as well as toured the site as indicated above. <br /> The following are comments on some specific aspects of the project followed by <br /> a general conclusion regarding cost effectiveness. <br /> Contingency Line Item in the Budget <br /> An overall 5 percent has been added to estimates of future expenditures <br /> by DMG. This 5 percent is fundamentally a contingency line item that is <br /> intended to cover inflation, changes to work orders, and unanticipated costs <br /> resulting from unforeseen site conditions or circumstances. Five percent is <br /> used by the DMG because these items have, at this project, historically cost <br /> between 4 and 5 percent of the estimated cost. <br /> 2 <br />
