April29, 1999 <br /> MEMO <br /> TO: Michael Long,Cheryl Linden <br /> FROM: Steven Renner <br /> Re: Mid-Continent Resources Load out Facility <br /> I inspected the Mid-Continent load out facility located near Carbondale today. The Division has agreed to <br /> evaluate the condition of the site in order to determine its suitability for the intended industrial post mining <br /> land use. <br /> Three larger buildings remain in place,the office,the truck dump and the slot bin. Each of these are being <br /> utilized by various third parties for storage,office space,construction materials fabrication and similar <br /> purposes. All previously identified hazardous beltways and hoppers are either filled in or adequately <br /> secured. <br /> The roof of the slot bin building has a number of large holes in it,however,the overall the building is <br /> functional as a storage facility;its intended use. Further,it was represented to me by Lou LaGiglia that <br /> roof repairs were planned for the near future,thus correcting the damage,which the building has sustained. <br /> The floor of the slot bin building has been filled with dirt so that it is about flush with surrounding ground <br /> surface. Operations to clean remnant coal dust from the rafters and structural support are underway. <br /> The large open depression east of the slot bin is about ninety percent filled with earthen materials. It is <br /> estimated that ten to fifteen thousand cubic yards of material are needed to fill in the remaining depression. <br /> The area surrounding the filled slot,and the area on the north side of the slot bin building have been leveled <br /> to create a large,flat area which should be useful for future industrial applications. The site has a slight <br /> grade away from the building. <br /> A small hillside at the railroad track elevation north of the slot bin building appears to be somewhat <br /> unstable. The instability is exhibited at the base of the slope,and appears to be surficial. Additional <br /> grading work is needed at this location in order to achieve a more stable configuration. <br /> The bulk of the scrap materials and equipment salvaged from the Coal Basin Mine,which were previously <br /> stored at this location,have been removed. A small amount of scrap,including underground shuttle cars <br /> and beltline supports,and miscellaneous metallic materials remain to be salvaged and removed from the <br /> site. This material is most prevalent at the eastern margin of the property, however minor amounts of <br /> metallic debris are scattered throughout the area. <br /> The hillside south of the slot bin building was the source of the material used to fill the building. This area <br /> was revegetated following excavation activities. Cursory observation of the hillside indicates that the hill <br /> has sufficiently revegetated to promote erosion control. <br /> In order to complete the conversion of the load out to an industrial post mining land use,the following <br /> activities should be accomplished: <br />
