The permit requires 100 trees per acre be established as part of the reclamation plan. It is not <br /> unusual to have a 50%mortality rate when planting trees which will not receive any additional <br /> watering or care. Therefore,the Division proposes to plant 200 trees per acre on approximately <br /> 147 acres of reclaimed land for an estimated cost of$56,860. <br /> Miscellaneous <br /> Certain miscellaneous items need to be accounted for, including purchase of seed, and analysis of <br /> soils for nutrients and plant suitability. The estimated cost of these two items in order to <br /> accomplish the remaining reclamation is $20,038. A cost to remediate any contaminated <br /> materials which may be uncovered when excavating any leach fields encountered at the lamp <br /> house area has been included in the Divisions' reclamation cost estimate. This cost is estimated <br /> at$5,008. <br /> Due to the length of time involved in the Trustee dispersing the funds due the State, and due to <br /> the on-going litigation, it is impossible to predict when reclamation will finally be completed. <br /> Further, experience dictates that unforseen circumstances crop up during any reclamation project. <br /> These conditions generally lead to an increase in the bid price. To account for all of these <br /> factors, a 5% additional charge (above and beyond the total of the estimated cost of reclamation) <br /> has been added to the total of the cost estimate. The amount of the 5% increase is estimated at <br /> $53,811. <br /> 12 <br />
