Rock Tunnel Vicinity <br /> Some additional work remains to be accomplished at the Rock Tunnel area, including <br /> construction of a permanent diversion channel for the Rock Tunnel drainage into Dutch Creek <br /> (pending Colorado Department of Public Health and environment approval), demolition and <br /> disposal of the remaining structures, access road reclamation, completion of highwall backfilling, <br /> removal of two large culverts in Dutch Creek and in the North Fork of Dutch Creek, and <br /> revegetation. Cost of this two acre project is estimated to be $49,206. <br /> Pond Removal Project <br /> The reclamation plan states that the sediment ponds located on the site shall be removed. The <br /> Division has proposed, and the U. S. Forest Service, land manager of the vast majority of the <br /> former mine site, has agreed that the ponds should be converted into wetlands. The estimated <br /> cost of this project is $78,128. <br /> Road Reclamation Project ��,►ns <br /> The permit specifies that all of the haul roads must be reclaimed. Roads A, B, C and D still need A, h, <br /> to be reclaimed. The Division has proposed, and the U. S. Forest Service, land manager of the r`�f <br /> vast majority of the former mine site, has agreed,that reclamation similar to that accomplished in <br /> 1996 on Roads E,F, G should be accomplished. Reclamation in this manner is judged to be A - L <br /> more effective in controlling erosion, and is less costly than the plan specified in the permit. The � : :b <br /> estimated cost of this approximately 60 acre project is $183,104. The cost savings to 3 rep <br /> Mid-Continent in earth moving costs alone is approximately $57,758. C A,• �F�xr <br /> Facilities Area Project Cos <br /> tlS _ 'sx Frs�, <br /> As required b the permit, final reclamation of the facilities area and adjacent disturbances is to <br /> q Y P rri�a} r�<< <br /> be accomplished. The coal refuse placed over the demolished concrete in the vicinity of the r7o <br /> former wash plant will be covered by a `sub soil' and will then be topsoiled. The subsoil will be <br /> generated by cutting, or reducing the height, of the hillside located to the south of the former <br /> wash plant locations, as specified in the permit. Structures will be removed and disposed of. <br /> Access roads at the Sutey refuse area will be eliminated in some instances, while others will be <br /> reduced in size and configured to shed water in a non-erosive and maintenance free manner. A <br /> drainage ditch needs to be established from near the top of the Old refuse Pile to its base in order <br /> to convey run off from the pile to creek level. This is necessary given the steepness of the <br /> slopes involved and the erosive nature of the soil in place on the pile. Topsoil will be applied to <br /> almost all of the areas affected by this project, excepting road surfaces needed for future access. <br /> The estimated cost of accomplishing this 26 acre project is $207,524. <br /> Mine Maintenance Project <br /> There is a need for on-going maintenance at any reclaimed site. This is particularly true of a <br /> steep, high precipitation site such as Coal Basin. Maintenance would include rill and gully <br /> repair, as outlined in the permit, revegetation of areas which require additional seeding, stream <br /> channel repairs, flood control and similar activities. The estimated cost of$138,112 is based on <br /> current equipment rental rates, which are projected over a ten year period. <br /> Tree Planting Project <br /> 11 <br />
