Rather than stop the reclamation,
it is my opinion that yet more additional funds should be sought to do even more
and better reclamation.
Overall Quality of the Reclamation
Reclamation in Coal Basin is difficult. The soils are shaley and highly
erosive, the elevation is high, and the topography is very steep. The erosivity of
the area is evident in that the entire basin is simply a huge erosion gully. The
entire basin (roughly 25 to 30 square miles) has eroded downstream through
the past many years and natural erosion will continue in this basin for hundreds
of years to come. And, as we are all aware, the mining that took place in the
basin has exacerbated the erosion problem in the basin.
It is important to understand that this reclamation project will not eliminate
erosion from this basin. We have no reasonable chance of eliminating erosion
from this watershed. It is simply too big a task for man to undertake. Nor can we
immediately eliminate the increase in erosion caused by the mine related
disturbances. All we can reasonably do is reduce (or minimize) the increase in
erosion due to the mine disturbances.
11
