Box 309 _ Division Director
Carbondale, Colorado 81623
RE: Coal Basin Mine Reclamation, Summer 2000
Dear Mr. Riordan:
The Division of Minerals and Geology will conclude the bulk of the remaining
Coal Basin Mine reclamation during the summer of 2000. The majority of the
work to be accomplished in 2000 is situated on lands managed by the White
River National Forest. The work will include road reclamation, cut and fill slope
revegetation, sediment pond reclamation, and tree planting. We have previously
discussed the reclamation concepts with your staff, who have concurred with
these plans. However, as this is the last summer that the Division will have a
large presence in Coal Basin, we wanted to briefly outline for the Forest Service
the reclamation construction plans, and solicit your input.
The following conceptual plans address reclamation on properties which we
believe are currently managed by the Forest. If properties have, or will be,
obtained by the Forest Service between December 1, 1999 and April 24, 2000,
we can incorporate those properties into the 2000 reclamation plan. If the Forest
obtains properties subsequent to April 24, 2000, it may be possible to amend the
Bid or the reclamation contract to incorporate these areas into the 2000
reclamation plans. We will make every effort to address reclamation, if required,
of any newly acquired properties, however, there are many variables in the
contracting process which could potentially result in a one year delay in
reclamation of these areas.
Road Reclamation: The remaining roads to be reclaimed are Roads B, C, D and
Huntsman Ridge Road. Road C accesses Mine 4, Road D accesses Mines 1
and 2, and Road B connects the Lamp House to Roads C and D. The Huntsman
Ridge Road begins at Mine 4, and accesses the west side of Huntsman Ridge.
The road reclamation concept is to minimize erosion and sedimentation from the
