i <br /> Mr. Charlie McNeil -4- May 15, 1992 <br /> Crystal Springs Coal , Inc. <br /> treatment plant is operational and Pond 016 will be used mostly as a <br /> backup to this system, the Road B water could be diverted into pond 016 <br /> via the access road where the mine water is currently diverted. In the <br /> event Pond 016 is needed for the mine water, the road runoff could simply <br /> be diverted back into Dutch Creek directly. This option has a lot of <br /> potential since additional road water (off of Roads B and D) could be <br /> diverted into this system by simply removing relief drains and conveying <br /> flow down the inslope ditch to Pond 016. Used in conjunction with a <br /> series of catchment basins , this could significantly reduce sediment <br /> contribution off of this road. <br /> 4. Utilizing catchment basins along the inslope ditches of the entire road <br /> system could trap a significant amount of sediment before water is <br /> discharged off the roads . These could be easily installed, maintained and <br /> cleaned. <br /> Hopefully this provides some ideas that will be useful in preparing a <br /> comprehensive and detailed plan for bringing the road system into compliance. <br /> The information submitted to date is a good start but is really too general . <br /> Use Dan' s report and the abatement steps to address how each of these items <br /> will be brought into compliance. Provide details of dike structures, <br /> catchment basins , culverts, water bars , berms , etc. Maps will also need to be <br /> updated to show these structure locations . <br /> A detailed schedule of when this work will be performed should also be <br /> attached. The decision date has been extended to July 2, 1992 for this <br /> revision. Please have this information to us by June 18, 1992, if possible. <br /> We would like to issue a decision for this revision by the extended decision <br /> date so work can be conducted this field season.
