Mr. Charlie McNeil -3- May 15, 1992
Crystal Springs Coal , Inc .
3. Install one-foot-high water bars at a minimum 100-foot spacing within
all road segments where rill erosion on road surface or fill slope was
noted in Attachment A. The water bars shall be constructed to drain
toward the inside ditch.
4. The Mine 2 bench should be regraded or the berm at the terminus of
Road DA should be enlarged to prevent any drainage from the mine bench
from entering the road drainage ditch.
5. Install straw bale barriers or silt fencing in flat areas below the
Road B fill where road drainage has carried sediment offsite.
Specific areas of concern include uncontrolled runoff at Road D, Sta.
0+00 and the vicinity of Culvert B-2. Also, a series of straw bale
check structures should be staked in place in the flow channel between
the B-3 Culvert outlet and the point where the channel enters the
South Fork of Dutch Creek. A water bar should be constructed in the
vicinity of Road D, Sta. 0+00 to divert road drainage into the ditch
rather than over the fill .
6. Construct water bars to direct drainage off the road to the outside at
100-foot spacing along the light use road which connects the Mine 5
portal area with the mine fan adjacent to the AML project site.
7. Install an additional 18-inch culvert or construct an appropriately
sized rolling dip in the vicinity of Sta. 7+50 to 8+00, Road F, to
minimize the amount of road drainage directed along the toe of the
slide debris . A catchment dike consisting of an incised straw bale
barrier at least two bales high and two bales wide, staked firmly in
place , should be provided below the base of the road fill along the
length of the slide area to prevent deposition of slide debris into
the stream.
In addition to these steps which are necessary to abate active violations ,
some other ideas may be incorporated into the plan, such as :
1 . Where possible, road runoff could be diverted onto or across undisturbed
and well vegetated areas for dispersal and filtering before entering
streams . Specifically, gullies which convey road runoff could be directed
into catchment basins with relief drains that lead into undisturbed and
vegetated areas .
2. Where gullies are to be repaired to prevent additional downcutting, rock
or fabric check dams instead of straw bale dams should be utilized. These
dams should last longer and will not be eaten by big game animals or
cattle.
3. Although it is not required by the regulations , road runoff could be
directed into sediment ponds , where possible . The area where this could
be utilized the most is below Artic Circle and near the Rock Tunnel , where
water discharges off of Road B into Dutch Creek. Once the new water
