STATE OF COLORADO
MINED LAND RECLAMATION DIVISION of Cot,
Department of Natural Resourcesa90
1313 Sherman St., Room 215
Denver,CO 80203 *
303 866-3567 '1876"
FAX: 303 832-8106
Roy Romer,
Govemor
Michael B.Long,
Division Director
May 15, 1992
Mr. Charlie McNeil
Crystal Springs Coal , Inc.
101 North Tejon, Suite 410
Colorado Springs , CO 80903
Re: Coal Basin Mines (Our File No. C-81-017)
Permit Revision No. 2 (PR-02) Preliminary Adequacy Response
Dear Mr. McNeil :
The Division has completed its preliminary adequacy response for Permit
Revision No. 2 for the Coal Basin Mines . The revision was submitted in
response to a site inspection and subsequent violations issued in July and
August of 1991 .
Part of the abatement was to submit a revision detailing how the roads would
be brought into compliance with Colorado Regulations prior to on-the-ground
maintenance being performed. This revision was initially submitted as a
technical revision but due to the complexity of the road system at Coal Basin
Mines and the considerable changes required as part of the violation
abatements , it was changed to a permit revision.
Although Permit Revision No. 2 addresses some of the issues raised during the
inspection and subsequent violations , a number of items exist that need to be
incorporated into the permit and eventually installed or otherwise implemented
at the site. The report written by Dan Mathews after last summer' s inspection
outlines the majority of revisions that need to be incorporated. The
abatements for NOVs C-91-008, C-91-016, and C-91-017 also detail additional
measures which must be implemented for abatement to occur. A copy of Dan' s
report is enclosed for your use in preparing a response.
Although NOV C-91-018 was vacated , the attachments are included and should be
taken into consideration as part of the overall revision. There are many
areas (as identified in Attachment A of NOV C-91-018) where the growth medium
appears to be conducive to vegetative establishment. With a careful and
timely seeding of these cut-and-fill slopes , vegetation should become
established well enough to control excessive erosion. Please include a
proposed seed mix for use in these areas .
