The revision was submitted in <br /> response to a site inspection and subsequent violations issued in July and <br /> August of 1991 . <br /> Part of the abatement was to submit a revision detailing how the roads would <br /> be brought into compliance with Colorado Regulations prior to on-the-ground <br /> maintenance being performed. This revision was initially submitted as a <br /> technical revision but due to the complexity of the road system at Coal Basin <br /> Mines and the considerable changes required as part of the violation <br /> abatements , it was changed to a permit revision. <br /> Although Permit Revision No. 2 addresses some of the issues raised during the <br /> inspection and subsequent violations , a number of items exist that need to be <br /> incorporated into the permit and eventually installed or otherwise implemented <br /> at the site. The report written by Dan Mathews after last summer' s inspection <br /> outlines the majority of revisions that need to be incorporated. The <br /> abatements for NOVs C-91-008, C-91-016, and C-91-017 also detail additional <br /> measures which must be implemented for abatement to occur. A copy of Dan' s <br /> report is enclosed for your use in preparing a response. <br /> Although NOV C-91-018 was vacated , the attachments are included and should be <br /> taken into consideration as part of the overall revision. There are many <br /> areas (as identified in Attachment A of NOV C-91-018) where the growth medium <br /> appears to be conducive to vegetative establishment. With a careful and <br /> timely seeding of these cut-and-fill slopes , vegetation should become <br /> established well enough to control excessive erosion. Please include a <br /> proposed seed mix for use in these areas . <br />
