Page 4 <br /> e. Protect the revegetated areas from livestock grazing until they <br /> are satisfactorily reclaimed by temporary fencing or other means. <br /> f. Place rocks and woody debris, including logs, slash, and trees <br /> onto the sites being reclaimed to improve the microclimate and <br /> visuals, and in the case of woody debris, to start recycling of <br /> organic matter and reintroducing microorganisms that are needed for <br /> . the reestablishment a forest ecosystem. A portion of the slash should <br /> be lodgepole pine with closed cones still attached to allow the <br /> natural process of the heat from the sun to open them. <br /> 7. Remove power lines, power poles, and all buildings including powder <br /> bunkers. <br /> 8. Monitoring of the reclamation work should be on-going during the <br /> time-frame allowed by current bankruptcy laws, and revisions made where <br /> necessary. <br /> 9. The following reclamation recommendatiois are made for private land in <br /> Coal Basin with the full realization that we do not have any jurisdictional <br /> authority on it, but also with the belief that if this work is not <br /> completed National Forest could be impacted. <br /> a. The refuse disposal pile in the area of the lamp house and main <br /> entrance of the mine should be moved back from the active Coal Creek <br /> floodplain. <br /> b. The culvert situation (aspen logs that are being used to shore up <br /> the road bank were placed in the culvert) on the paved Coal Basin <br /> road, located on Redstone Corporation' s property, will invite the road <br /> being washed away if a major hydrologic event occurs. <br /> We view the reclamation of Coal Basin as an opportunity to work with you, <br /> Mid-Continent Resources, and all the others involved to insure that Coal Basin <br /> is restored to a shape the majority owners, the public of the United States, <br /> can be proud of. <br /> Sincerely, <br /> KEVIN T.
