Your staff has requested that we review <br /> this plan for adequacy in light of the closing )f MCR's coal mining operations. <br /> We would like to work with Mine Land Reclamation Division (MLRD) and MCR in the <br /> following areas to insure that natural resources on the National Forest are <br /> protected over both the long and short-term. <br /> A Forest Service special use permit with MCR states that 9.5 miles of road are <br /> covered under the permit. Our calculations show that there actually may be <br /> about 16 miles of road on National Forest in Coal Basin. We calculate these <br /> roads are identified as follows: <br /> 10. 3 miles of haul roads (7.2 miles on NF lands and 3.1 miles on Federal <br /> Lease lands) . <br /> 2.0 miles of exploration road above mine portal no. 4. <br /> 3.4 miles of public road on NF land between Redstone Corp. and MCR's <br /> lands. <br /> In addition, there is an undetermined mileage in exploratory roads that were <br /> built over the years. <br /> Listed below are our recommendations regarding the post-mining use and <br /> reclamation of these roads. In addition, included are some general <br /> recommendations for proceeding with the reclamation of the entire permit area <br /> disturbed by past mining activities. Our reclamation goal is for the improved <br /> health of Coal Basin, thereby achieving satisfa=tort' watershed conditions <br /> through the reclamation of all the land disturbed by past mining activities in <br /> the Basin. We have aerial photos taken in 1952 that show the hydrology of Coal <br /> Basin prior to the recent mining. <br /> Post-mining Use <br /> The following discussion of post-mining use of goal Basin will be centered <br /> around the uses the Forest Service will allow as designated in management area <br />
