MID-CONTINENT RESOURCES, INC.
P.O. Box 1298
Glenwood Springs, CO 81601
June 18, 1992
Anthony J. Waldron
Reclamation Specialist
Mined Land Reclamation Division
1313 Sherman St. Mined Land
Room 215 Reri-1 , +;, -
Denver, CO 80203
RE: TR-23 - Permit C-81-017. Response to Adequacy Review.
Dear Mr. Waldron:
Mid-Continent Resources (MCR) had previously requested a technical revision to Permit C-81-
017, concerning management of non-coal waste. The Division, after review of the previous
submittal, dated December 12, 1992, expressed several areas of concern. Mid-Continent,
after consultation with Crystal Springs Coal (C.S. Coal), the company to whom we anticipate
tranfer of the permit, proposes the following in response to the Division's statement of
"Adequacy Concerns," dated February 7, 1992.
Revised Chapter II, Pape 44:
The Division requested a commitment to coverage and compaction of trash on a monthly basis
during July - October, and during other months as snow conditions allow.
The proposed revision makes such a commitment when the mine is operating, on the
assumption that the trash generated during the present idle period may not be sufficient to
require monthly coverage and compaction.
The Division further requests that temporary storage and disposal of petroleum/lubricant
containers be described.
The proposed revision anticipates installation of"petroleum containment areas" at the rock
tunnel yard and the central yard complex area. Such containers would be temporarily stored in
these areas, which would consist of concrete containment structures, until removal of the
containers. Installation of these petroleum containment areas will be done by C.S. Coal as
part of preparations for start-up of the mine. A revised facilities map (II-13-7) showing the
containment areas, has been prepared and is submitted.
TR-23
6192
