management of surface drainage. <br /> The revision request is a response to Notices of Violation written <br /> after an intensive and lengthy inspection conducted during July and <br /> August, 1991 . Reclamation concepts discussed during the road <br /> inspection, and noted in the inspection report contemplate <br /> reduction of the road width by either: <br /> (1) Reduce crest of fill slope and backfill against lower <br /> portion of cut slope; <br /> (2) Leave fill alone. Dig new ditch inside current far <br /> enough to reduce travel width as desired and backfill <br /> ditch excavation against highwall at moderate slope. <br /> These concepts are variations, and not significantly different from <br /> the present reclamation concept of the approved permit. Chapter V <br /> (Reclamation Plan) calls for moving the inside ditch out from the <br /> hillside into the road and moderating the crest of the fill along <br /> the roads. Any further amendment to the reclamation plan, through <br /> this revision, would use the recommendations of the inspection <br /> report to be more site specific, but would not change this <br /> essential plan. <br /> This request for revision contemplates continued operation of the <br /> mine, which will occur if the facility is purchased by a new <br /> operator. I do not believe it is relevant or should apply to the <br /> mine site if reclamation commences during 1992 . <br /> The revision would amend the Road Maintenance Plan in the <br /> operations section, Vol 1, Chapter II , starting at pages 18 and 19. <br /> The proposed permit pages are enclosed at Attachment B. <br /> Extensive work and analysis of the haul road system has been done, <br /> including consideration of the geo-technical features which are <br /> critical factors in sediment control , has been done. In addition, <br /> the considerations used by the Dave Fleming and Morrison Knudsen <br /> also are significant to analysis of the best approaches to control <br /> of sediment loss from the roads. Notes from these studies have <br /> been included as Attachment B. <br /> Attachment C is a proposed public notice.
