Revision <br /> to Road Maintenance Plan for Improved Sediment Control. <br /> Dear Mr. Mathews: <br /> Mid-Continent Resources requests a technical revision to permit C- <br /> 81-017 which would address changes to the road maintenance plan for <br /> Roads B, C, D, E, F and G. Notice of Violation C-91-016 required <br /> that a revision be submitted addressing culverts and ditch relief <br /> drains; NoV C-91-017 required a revision addressing road surfaces <br /> and drainage ditches, and NoV C-91-018 required a revision <br /> addressing revegetation to minimize siltation from road cuts and <br /> fills. <br /> Because these violations are all concerned with measures to control <br /> sediment on the road system, and the sediment control efforts <br /> should be considered as a whole, rather than in separate segments, <br /> I am submitting a single request for revision in response to these <br /> three Notices of Violation. <br /> I believe that a technical revision, rather than a permit revision, <br /> is appropriate because there is no consideration of disturbing <br /> additional surface acreage beyond the present permit boundaries, <br /> and because "significant" alternations in the mining and <br /> reclamation plans are not contemplated. <br /> ` The present operations plan, as it relates to roads, is based on <br /> extensive studies and recommendations of consultants as to how best <br /> to minimize erosion. The plan is one for management of surface <br /> drainage, using various means such as ditches and drainage <br /> structures, etc. , and recognizes vegetation as a means to minimize <br /> erosion. This essential framework is not significantly altered by <br /> the proposed revision to the permit. The revision is also <br /> concerned with the management of surface drainage to achieve <br /> sediment control , and contemplates use of vegetation, etc. The <br /> difference lies in improvements and more specifics as to the <br />
