shall be placed over the site, slopes stabilized, and <br /> revegetation accomplished . . . <br /> Coverage and Compaction <br /> The existing permit addresses placement of the non-coal waste in <br /> the designated areas, but does not discuss coverage and compaction. <br /> Mid-Continent believes that such coverage and compaction should <br /> occur when conditions are relatively dry, so that snow and ice are <br /> not pushed into the refuse pile. This consideration dictates that <br /> the coverage be done in the summer, when the ground is relatively <br /> dry. This would generally be desirable at the beginning and the <br /> end of the summer, which is to say before and after the snow <br /> season. <br /> This schedule should be subject to such factors as the rate at <br /> which trash is accumulating, a wet summer or unseasonably early <br /> snowfall. An unusual accumulation of non-coal refuse might require <br /> coverage more often. However, early snowfall, wet conditions from <br /> snowmelt or precipitation could make such a schedule undesirable. <br /> Accordingly, the language proposed for the permit revision commits <br /> to annual coverage during the summer months, suggests that coverage <br /> after snowmelt and then just before snowfall would be desirable, <br /> but should be subject to ground conditions. <br /> No. 1 Refuse Disposal Area <br /> I do not believe this area is essential during further operations, <br /> and so the Division's requirement for reclamation should not <br /> present be a problem. <br /> During 1987 the refuse pile was covered and compacted with 2 feet <br /> of incombustible shale, which was trucked from the rock tunnel <br /> disposal area in accordance with an agreement with the Mine Safety <br /> and Health Administration. <br /> During the late summer and fall of 1991 extensive clean-up work of <br /> the No. 1 and No. 2 portal area was carried out. This included <br /> general clean-up of trash, and removal of scrap iron. As part of <br /> this effort, the refuse disposal area was covered over and <br /> compacted. <br /> Mid-Continent proposes to use the soil material cleaned from BAT <br /> ponds, ditches, and material excavated during replacement of <br /> culverts, or installation of rolling dips for additional coverage <br /> of this refuse disposal area. <br /> Seeding will then be done in the late fall. <br /> Scrap Metal Removal <br /> More than 30 truckloads of scrap metal have been removed from the <br /> mine site this year, and substantial work on general trash clean-up <br />
