RE: Request for Technical Revision - 2-4-. Permit C-81-017.
Management of Non-coal waste.
Dear Mr. Mathews:
Mid-Continent Resources requests a revision to the permit in order
to provide for a more specific description of management of non-
coal waste.
Notice of Violation C-91-023 requires a - revision to the permit
which provides a schedule "for regular compaction and burial of
waste at the rock tunnel disposal site and commits to completion of
final reclamation of the Mine 1 non-coal waste disposal site during
1992." NoV C-91-022 requires a revision to the permit which
addresses specific plans for non-coal waste management at the
various facility areas, including a schedule for demolition or
repair of structures at Mines 3, 4 and 5 which have been damaged by
the elements.
As the subject matter of both violations is management of non-coal
waste, I have combined the required plans in a single request for
technical revision.
In looking through the permit, I believe the revision should be
made to the section describing Non-Coal Refuse Disposal (Vol. 1,
Cli. II, page- 44) . Enclosed are revised permit pages.
The regulations at 4.11.4 provide:
Disposal of Noncoal Waste-
to
Wastes shall be routinely compacted and covered to
prevent combustion and wind-born waste. When the
