e
comparison of revegetated areas with those the established
reference areas.
The text of the permit (Chapter III, Section H) , describes the
aspect and slope for each of the three reference areas established
as follows:
1. Aspen Woodland.
South facing area with an average slope of about 30%.
Mid-Continent believes that map III-H-1 reflects the
same.
2. Aspen Shrubland.
South facing area with an average slope of 40%.
Mid-Continent believes that Map III-H-1 reflects the
same.
3 . Spruce/Fir Parkland.
North facing area with an average slope of 40%.
Mid-Continent believes that Map III-H-1 reflects the
same.
Mid-Continent proposes to revise the text at page 11 with the
addition of a new section (6) which states that revegetation
success will be determined by comparison with established reference
areas. The revised page is included at Attachment 5-B.
Mid-Continent proposes to remove pages 12 , 16 and 17 from page
Chapter III, Vol . 6 of the permit.
Appendix III-H is the report prepared by a consultant in 1980 which
describes the vegetation inventory and reference areas. We do not
believe it is appropriate for Mid-Continent to amend or alter the
text of this report.
5(d) . Reference areas - road cuts/ portal outslopes.
Mid-Continent proposes that road cuts and those portions of the
portal outslopes which are seeded at final reclamation should be
compared against the test plots established in 1983 to test steep
slope vegetation techniques. Portal outslopes were selected as
offering difficult conditions for establishing vegetation, and
offer the best available reference for any reclamation efforts
undertaken on these pre-law slopes. Page 11 of Chapter III, Section
H, which is included as Attachment 5-B, has been revised to include
this provision.
2
