Delaney: <br /> With the submittals of September 3, 1991 and September 23, 1991 , the Division <br /> has determined the above noted technical revision application to be complete . <br /> As you know, TR - 19, Midterm Response Number 1 , was previously determined to <br /> be complete, but the adequacy review has not yet been completed . It is our <br /> opinion that the issues raised by the Division/USFS joint inspection and the <br /> notices of violation which resulted from that inspection overlap to a <br /> considerable extent with issues raised by the midterm review. We believe <br /> that the most efficient use of resources might be achieved by extending the <br /> TR - 19 and TR - 21 review time frame to coincide with the review time frame <br /> associated with the revision to be submitted in response to NOVs C-91-016, <br /> 017 , and 018. <br /> Please advise us if you have any concerns with this approach.
