I have reviewed the November 22, 1988 supplemental submittal made by
Mid-Continent Resources. In this letter, Diane Delaney proposes several
revisions to the Coal Basin Mines' permit renewal application. The operator
commits to the completion of an annual survey of the potentially subsided area
to detect and document additional surface affects. The operator also commits
to the amendment of their earlier subsidence analysis and the development of
an amended subsidence monitoring plan prior to the initiation of double-pass
longwall extraction or any amendment which would increase the potentially
subsided area. These commitments satisfy the concerns which I expressed in my
memo to you, dated November 9, 1988.
