- 9 -
XX. Bondings - Rule 2.05.4 (2 ) (d )
Total bond calculated to reclaim the Coal Basin P1ine complex is $2 ,609 ,326.
This is calculated through Technical Revision No. 10, Permit Revision No. 2 ,
and Hinor Revision No. 11 . Mid-Continent Resources has submitted a Deed of
Trust with an appraised value of $3,340,000 as collateral bond. Mid-Continent
Resources has committed $3,000,000 of this property value to the bond for the
Coal Basin Mines. This allows a window of bond for new revisions to the
permit without revising the bond documents. The proposed operation is in
compliance with the requirements of this section.
XXI. Sealing Drill Holes and Underground Openings - Rules 2.05.4 (2 ) (g)
and 4.07
This section remains valid for the existing permit.
XXII. Subsidence - Rules 2.05.6(6) and 4.20
On February 3, 1986 the Division approved a technical revision requesting
deletion of the semi-annual subsidence monitoring for the Coal Basin Mines.
The operator agreed to several conditions placed upon the approval of this
technical revision:
1 . If any unanticipated surface disturbance (cracking, cratering or
landsliding) manifests itself within the area potentially affected
by subsidence (angle of draw equals 20.5° ) , the operator will be
required to immediately reinstitute the subsidence monitoring
program.
2. All existing monuments will be left in place and maintained.
3. All existing monuments will be resurveyed at the conclusion of the
current five year permit term, to determine whether additional
subsidence manifests itself.
4. A subsidence monitoring program will be required above any
double-pass long wall operations, in order to determine the
ultimate subsidence factor above that relatively untested
extraction technique.
These conditions have all either been complied with or committed to by the
operator in the permit renewal application.
