From the limited <br /> information available, it is apparent that the proposed permit boundary <br /> revision involves the addition of Federal lands and coal leases. <br /> Therefore, the proposed boundary revision constitutes a mining plan <br /> modification under 30 CFR 746.18 (d) (4), and must be approved by the <br /> Assistant Secretary of Land and Minerals Management. Under the <br /> cooperative agreement with the State of Colorado, the Colorado Mined Land <br /> Reclamation Division (MLRD) must first review the proposed permit changes <br /> that result in mining plan modification. MLRD will forward the <br /> application to OSMMRE when they have determined that the application is <br /> complete and accurate. <br /> The technical revisions for a road extension, rock tunnel extension and <br /> methane gas drainage wells will not be processed by OSMRE. Our <br /> understanding is that Colorado MLRD asked you to withdraw these <br /> revisions. They must be resubmitted to Colorado MLRD who, in turn, will <br /> review them for completeness. If MLRD determines that a submittal is <br /> complete and accurate, they will forward it to OSMRE.
