Wear, Director, Special Projects
Mid-Continent Resources, Inc. 1 'I[a LAND" e",L;8
201 Centennial Street, Suite 406 Dcpt. 0f
Glenwood Springs, CO 81601
Dear Mr. Wears
The Office of Surface Mining, Reclamation and Enforcement (OSMRE) has
reviewed your submittals dated December 17, 1985. From the limited
information available, it is apparent that the proposed permit boundary
revision involves the addition of Federal lands and coal leases.
Therefore, the proposed boundary revision constitutes a mining plan
modification under 30 CFR 746.18 (d) (4), and must be approved by the
Assistant Secretary of Land and Minerals Management. Under the
cooperative agreement with the State of Colorado, the Colorado Mined Land
Reclamation Division (MLRD) must first review the proposed permit changes
that result in mining plan modification. MLRD will forward the
application to OSMMRE when they have determined that the application is
complete and accurate.
The technical revisions for a road extension, rock tunnel extension and
methane gas drainage wells will not be processed by OSMRE. Our
understanding is that Colorado MLRD asked you to withdraw these
revisions. They must be resubmitted to Colorado MLRD who, in turn, will
review them for completeness. If MLRD determines that a submittal is
complete and accurate, they will forward it to OSMRE. OSMRE will then
coordinate with other Federal agencies, eg. , the Forest Service, in
processing the application.
If you have any questions concerning these procedures please contact Meg
Estep at 844-2891 or Richard Holbrook at 844-2896.
Sincerely,
Allen D Klein
Administrator
Western Technical Center
cc: Colorado MLRD .
