i <br /> -3- <br /> It is stated in the application that an additional NPDES discharge permit <br /> (020) has been applied for. Is this discharge point for the discharge from <br /> the present slurry pond following conversion to a combination slurry/sediment <br /> pond? If not, an application must be made for this discharge point unless <br /> Mid-Continent proposes to route this water through discharge point 001 . In <br /> this case, the Division will require enlargement of the pond system at <br /> discharge point 001 since recent experiences have shown that this pond system <br /> is barely adequate. <br /> 8. Sheet 3 of 7 of the Geo-Hydro report shows that drainage from the <br /> proposed fill will enter the drainage area controlled by the pond system at <br /> discharge point 001 . The appropriate design changes in this pond system must <br /> be submitted, since recent experiences have shown that this system is barely <br /> adequate to control runoff from the present drainage area. <br /> 9. The minor revision request concerning the conveyor tunnel face-up showed <br /> a topsoil stockpile near the picnic area. This stockpile is not shown on any <br /> map included in this submittal . If this topsoil stockpile is to be used, it <br /> must be shown on a map and the estimated storage quantity discussed. Also, <br /> all existing and proposed topsoil stockpiles in the general area must be shown <br /> on a map. <br /> 10. Mid-Continent has requested a small area exemption for the conveyor <br /> system from the tunnel to Transfer 1 . The Division is willing to grant a <br /> small area exemption if no coal is either spilled from the belt or dropped <br /> from the underside of the belt. If coal is subsequently found to drop from <br /> the belt, the Division may require cessation of use of the belt until proper <br /> sediment control is installed. <br /> 11. The soils report, completed by Dan Champion, states that an average of <br /> 25 inches of topsoil is available along the conveyor corridor and stockpile <br /> areas. Mid-Continent must either commit to salvage according to this <br /> recommendation or state how much topsoil is proposed to be salvaged. <br /> 12. The topsoil stockpile shown on sheet 3 of 7 of the Geo-Hydro report is <br /> not contained within the sediment control system. How does Mid-Continent <br /> propose to control drainage from this stockpile and any other stockpile that <br /> may be outside the sediment control system. <br /> 13. It is stated in the application that cross drains will be placed every <br /> 500 feet or in natural drainages along the conveyor corridor. The locations <br /> of these culverts, culvert sizes, and supporting calculations must be <br /> submitted. <br /> 14. The pad drainage area shown in the Geo-Hydro report does not correspond <br /> to the disturbed area shown on sheet 3 of 7. The major discrepancy is at the <br /> location of the cut. The cut is shown on sheet 3 of 7 going to an elevation <br /> of 8415, while the drainage area is shown to only go to approximately <br /> elevation 8375. This discrepancey must be explained and any appropriate <br /> changes made. <br />
